Josephine Mendoza Kershaw, PhD, FACHE, is a Fulbright Scholar and Dean of Instruction at Jefferson College. She obtained her Ph.D. in the Social Sciences and Education with an emphasis in economics and her M.B.A. with an interdisciplinary specialization in health services policy and administration from Florida State University. Dr. Kershaw received subsequent training at the Harvard School of Public Health, Johns Hopkins University, and as a Baldrige National Quality Award Examiner.
Current Work
Dr. Kershaw has graduate certificates in human resource development, evaluation, and gerontology. Her research interests are in the areas of health policy, community paramedicine, quality and performance excellence, health disparities and human rights, tobacco control, and HIV/AIDS prevention. She has been the principal investigator of health-related grants totaling over $1 million and served on various NIH grant review panels. Dr. Kershaw has also served as the President of the Accreditation Council for Business Schools and Programs (ACBSP) Great Lakes Region and received the 2011 ACBSP International Teaching Excellence Award. She has published several articles in peer-reviewed journals, contributed to numerous evaluation reports, and authored book chapters. Her most recent publication is "Higher Education and Community Collaborations in Times of Crisis’’ a chapter in the 2023 Resource Handbook for Academic Deans.
